New Business:
Motion: That Local 10 donate $100.00 per member to headquarters to offset the costs of the reorganizing of the new Regional Health Authorities, to a total of $5,00.00. M/S/C Unanimously
The budget was submitted to the council with the inclusion of the donation to Headquarters,
Motion to accept the revised Budget. M/S/C
Item # 10 from correspondence was brought forward to the Resolutions Committee for information on cut off dates for Resolutions. Council was asked to go back to their respective Chapters to see if they would like any Resolutions brought to the 2003 Convention.
Next meeting June 19, 2003. Executive meeting the evening of the 18th @ 7:30 Bill Gibbons Room.

Local 10
The last year has gone exceptionally fast. My wish from last year was to get to know the membership better. Brett Donaldson and I were going to schedule visits to different job sites; we managed to visit Eric Cormack Center then time problems arose, summer holidays came and went, and fall arrived! In November 2002, Local 10 was thrust into PREP (Points Rating Evaluation). On November 19, 2002 Local 10 was informed our local, local 9 and 12, would be proceeding with this conversion. Local 10's membership list was updated, letters were sent out to our membership, a web-site space was set up to keep members informed, and a validation committee was formed of seven members:

We met with the employer on five days since January 2003. In April, the employer revised the benchmarks. The April 24, 2003 meeting was cancelled to allow our validation committee to review the changes. May 7, 2003 is the tentative date for our next meeting with the employer. Our committee has been informed of possible changes to the benchmarks after the employer and the committee have signed them off. PAO and our departments apparently do these changes. Thanks to those that gave us the "heads - up".
I have attended two meetings of the Local Chairs within the last few months. {Attached are the minutes from the last meeting.} I find it interesting to see the spin or taste the flavor each chair puts on different topics. Most Locals have the same problems and possibly more than Local 10.
Chapter AGM's
Chapter 1 (Calgary)
Quorum was met at first meeting on March 20, 2003. Pat Visser was elected Chair for the second time, congratulations! Pat developed Chapter One into a very viable chapter - bringing out many members that are prepared to hold positions. Thank-you to Brenda, Local 10 Rep AUPE Calgary for helping with elections, etc.
Chapter 2 (Edmonton)
AGM was held on April 9, 2003 at AUPE Headquarters. 18 members were present. Margaret Menific Clouthier is the new chair. Congratulations Margaret! Kim Gillies is Vice-Chair, Congratulations! We have a new member on Council, Joanne ___________, welcome!
Chapter 5 (Red Deer)
AGM was held on April 2, 2003. What a gala! The joint meeting of all Locals was held at the Red Deer Lodge. This included approximately 400 people for supper, speeches, presentations, and door prizes, followed by meetings of each Local where the elections etc. took place. Jan Bartlett was elected as chair. Congratulations Jan!! Bill Gibbons (post-chair) will still be active but he will also have some time to do other important things in his life. Thank-you Bill for still being there for us too!
Gossip
Bill C-27 - new legislation whereby the government wants to decrease the number of bargaining units may have some impact on Local 10. The date of September 2003 was brought up. More information should be available after April 30, 2003.

Local Vice - Chair Report
Good morning Brother and Sisters
I am hopeful everyone has had a good Easter and are now looking forward to the summer.
I have been busy the last few months, attending meetings as a member of our PREP committee. This has been a very challenging experience, one that I have both enjoyed and endured. The meetings with the employer are sometimes very frustrating; it has been a great challenge trying to insure that all role descriptions are given the benchmark rating they deserve. It seems we understand our work to be more substantial than some managers would care to believe. I am hopeful however that we can at some time in the near future be able to come to a consensus that we can all live with. Having said that I think we may still have a long road ahead of us.
In April we had our chapter meeting and had rather good turn out and were able to do busy at our first meeting, as we were fortunate enough to have quorum(I don't know how to spell this). Just to let you know I am now the Chair of chapter 002. I am hoping that Kim can help me out in learning my new role and she will still be there to assist me as our chapter Vice-Chair.
I would also like to introduce a new member of our council, but I am afraid to report that she was unable to attend our AGM due to pervious commitments. Hopefully she will be able to attend our next meeting.

Local 10 Council AGM
Welcome Sisters to yet another AGM. This year seems to have flown by. I am delighted once again to have been elected to Council for another term.
We had our chapter AGM in Red Deer with 18 people in attendance. Once again we participated in a joint AGM that was represented by all the General Service Locals as well as other Locals within the Union. There were approximately 400 people in attendance as was the entire Executive of AUPE. I have to tell you that once again it was an overwhelming feeling to see the numbers there and it felt like we were standing together as one cohesive group. Some times I think we forget that we are part of a greater whole. This AGM just reinforced it. I have been sitting on the Unions Occupational Health and Safety Committee as well I've attended 2 Provincial Executive Committee meetings in the last year. I found it to be a further step in the learning process and the workings of the Union. I would like to let my name stand as the PE rep for the next couple of years.
The WEB site is still up and running and I will continue to work on and add to it as necessary. In this regard I would like to look into taking another course to upgrade my skills and the quality of our WEB site.

Local 10 Treasurers Report
April 30, 2003
As of March 31,2003 Local 10 has passed into the age of electronics. We have had a couple of laptop computers for the last two years. This year all the treasurers books will be on the computer using Quicken Deluxe.
After hours of frustrations and a couple of trips back to Edmonton I finally have it figured out. I think.
I enjoy doing the books on the computer as a years worth of check writing only takes me about 5 hours.
I attended two sessions in Edmonton learning about the finances of the Union and how to be a treasurer.
I enjoy being the treasurer and look forward to working with you in the future.
